Officers House


The Officers House is located on the quay near the Nisava, at 28 Orlovica Pavla street. It was built in 1890 along with the “Boulevard” restaurant. In 1903 it was bought off by the City Army Command and it was used as the Officers House until 1941.

Its historical importance lies in the fact that during World War One it became the seat of Serbian political and parliamentary life. Between 27 July and 16 October 1915 wartime sessions of the Serbian Parliament were held there. Among the numerous resolutions that were adopted here, the most important one is “Nis Declaration”, the first document to officially stress that Serbia’s goal was to unite with Croats and Slovenes and create Yugoslavia. On 6 May 1915 a Yugoslav Congress was held in this building. On that occasion, the “Nis Resolution” was adopted, stressing the struggle of Balkan peoples for liberation and unification, and expressing strong disagreement with the Treaty of London, which gave a part of the Adriatic Sea coast to Italy.
